Purpose
This Policy establishes the minimum governance, integrity, disclosure, funding, custody, technical and operational requirements for an independent project seeking participation in the ALBUKHR External Project framework.
External Project
An External Project is a project or business originating outside ALBUKHR's internally originated project programme and submitted by an independent applicant for review.
External Project status does not mean that ALBUKHR owns the project, guarantees its performance, guarantees returns or accepts the applicant's business obligations.
Core Principles
External Projects must operate according to:
Applicant and Ownership
Applicants must use an authenticated ALBUKHR identity and have authority to submit the project. ALBUKHR may verify applicant identity, ownership authority, business registration, business identity, location, operating status, legal/regulatory dependencies and relevant ownership relationships.
Evidence and Documents
Depending on the project, ALBUKHR may require:
- business registration
- ownership documentation
- identity documentation
- business plan or project proposal
- financial statements
- operating evidence
- licences or permits
- commercial evidence
- funding evidence
- custody/account-control evidence
- technical/project-registry evidence
Due Diligence
Due diligence may examine:
- owner identity
- ownership authority
- business registration
- business identity
- business location
- operating status
- legal/regulatory dependencies
- related-party conflicts
- business evidence
Missing, inconsistent or unverifiable evidence may block progression.
Risk Assessment
Relevant risk dimensions include:
A formal risk band must use a documented methodology. A risk classification is not a guarantee of safety or investment performance.
Capital and Funding
Applicants must distinguish:
Funding must be reasonably itemized and may include CAPEX, OPEX, working capital, reserve, contingency and other applicable categories. ALBUKHR may revise or reject requested amounts.
Custody and Fund Controls
Where required by the project model, custody, escrow, segregation, controlled release, reconciliation or other fund-control mechanisms must be established and verified.
Approval does not mean ALBUKHR holds project funds. Unverified balances must not be represented as verified ALBUKHR custody or liquidity.
Terms and Disclosure
Approved project terms may define investment model, asset, target capital, investment limits, duration, funding window, return model, principal policy, exit, fees, distributions, default policy and conditions.
Material disclosure must distinguish verified facts, project declarations, forecasts and assumptions, and must disclose material risks, conflicts, dependencies, limitations and relevant terms.
These are separate controls.
Technical Readiness
Before activation, applicable checks may cover:
- application/project binding
- network alignment
- registry integrity
- owner binding
- project metadata
- project logo
- registry uniqueness
Technical readiness does not itself authorize activation.
Activation
The External lifecycle is:
Prohibited Conduct
Review Outcomes
ALBUKHR may approve, request revision, reject, defer, block, require additional evidence, require mitigation, revise terms, revise disclosure, or require additional custody controls.
Material Changes
Material changes to ownership, business identity, investment model, funding structure, project purpose, custody, risk profile, terms or legal/regulatory position may require re-review, revised disclosure or suspension.
Monitoring and Records
ALBUKHR may retain application, evidence, review, risk, funding, custody, terms, disclosure, technical and activation records for governance, security, audit and ecosystem operations.
No Automatic Investment Relationship
Application, approval, conversion or activation does not by itself create a partnership, agency relationship, ownership transfer, guaranteed financing, guaranteed investment, guaranteed return or guaranteed liquidity.
Acceptance
Applicants may be required to confirm that they have read and understood this Policy, have authority to submit, will provide accurate information, understand that approval is not activation, and agree to applicable due-diligence, risk, funding, custody, disclosure, technical and monitoring requirements.
